Development programme

Circle has a business plan objective of delivering around 3000 new homes across the Group by March 2015. Approximately half of these new homes will be delivered through the Government's Affordable Homes programme 2011-15. These homes will be delivered across the range of tenures set out in the section Range of development activities, and are all ultimately owned and / or managed by Group partners.

Circle constantly reviews its capacity and ability to grow to ensure that growth does not have a negative impact on its existing stock. The Group portfolio approach to development enables schemes to be assessed both individually and as part of a wider programme to ensure the Group is delivering the most cost effective and efficient development programme and maximising the benefits of the scale that is generated from the Group.

Circle recognises the importance of linking the Group’s Development Strategy to support the Group’s Business Growth Strategy. The Group will seek out ways to use its development expertise to support its other growth ambitions and will ensure new development opportunities can be delivered for future group partners to assist in meeting their growth ambitions.

Circle is committed to delivering a development function on a local basis and will resource new Group partners in terms of development locally, whilst benefitting from the central strategic expertise within the team.

To support Circle’s ongoing development and growth ambitions the Group recognises the need to develop in a sustainable manner. It is crucial, therefore, that the development strategy for Circle Anglia is strategically linked to the Group’s diverse activity strategy which sets out the key criteria for where Circle will invest its free reserves and what level of return the Group is looking to achieve.

By utilising the Group’s development strength, in line with the Group’s Diverse Activity Strategy, Circle has been able to successfully enter into a number of joint venture opportunities and generate financial returns for the Group which, in turn, have been able to be invested into additional new homes. This type of approach, to increasing the group’s income, will allow Circle to sustain its current development programme.
